Proposition 2 — State Rainy Day Fund
Raises the required rainy day reserve target from 10% to 20% of General Fund taxes, changes how reserve deposits count toward the state spending limit, and extends required extra debt payments through 2040.
A yes vote means
The state would build larger reserves and continue required extra debt payments for longer, under revised budgeting rules.
A no vote means
Existing rules for state reserves, the spending limit, and extra debt payments would remain.
