Proposition 4 — Public Funding of Election Campaigns
Repeals the ban on state and most local public campaign financing programs. New programs would have restrictions on eligible candidates and uses of funds, and could not use money earmarked for education, transportation, or public safety.
A yes vote means
State and local governments could establish public campaign financing programs under the measure’s restrictions.
A no vote means
The state and most local governments would remain prohibited from establishing these programs.
