Proposition 41 — Special Tax Audits and Spending Limits
Requires audits before voter initiatives proposing special taxes reach the ballot and recurring audits of programs funded by new or increased special taxes. It also restricts exclusions of new special-tax spending from the state spending limit.
A yes vote means
The new audit and spending-limit rules would apply. If this measure receives more yes votes than Proposition 40, a court could find a conflict that prevents Proposition 40 from taking effect.
A no vote means
Existing State Auditor responsibilities and state spending-limit rules would remain.
