Proposition J — Removal of Foreclosure Exemption for Real Property Transfer Tax
Removes the partial transfer-tax exemption for most commercial, industrial, and larger residential properties transferred to lenders through or instead of foreclosure. Starting March 1, 2027, covered transfers would be taxed on full market value.
A yes vote means
Apply the existing 0.5%–6% transfer-tax rates to the full value of covered foreclosed properties. Retain the exemption for single-family homes and qualifying residential or mixed-use properties with fewer than five residential units.
A no vote means
Keep the current partial exemption for transfers to lenders through or instead of foreclosure.
Requires a simple majority of votes cast on the measure to pass.
